Disclaimer: I do not own any of these characters! This story is a fan fiction based on the anime, 12 Kingdoms. I do not profit from writing this, unless you count the enjoyment of creative writing.
I notice I am the first Twelve Kingdoms fan-fic. Woo-hoo for me. I hope some other people give it a shot. This is a great anime. Hopefully one day, the Japanese anime company who created this series will get off their arses and finish the rest. But, looks highly unlikely.

Chapter 2
The Minister of Economics and The Minister of Public Affairs stood before Yoko. She looked down at the two men, almost too tired to speak. After seeing the images in the sword, her mind stayed restless the rest of the night. Both men looked up at her, almost agitated by her silence.
"Your Majesty, we need to come up with a plan of action!" The Minister of Public Affairs gasped.
Keiki frowned. "Please speak with an even tone while addressing Her Highness."
"Yes, Kei-Taiho." He fumbled with the documents in his hands, flipping through them until he came to the page he sought. "In the past two years, we have made barely enough funds to supply local farmers with the proper tools, let alone seed."
The Minister of Economics stepped forward. "It's impossible to give one problem priority over another."
"Then how do you explain we make money on exports if we don't have an agricultural product?"
The two ministers faced each other, almost preparing to rip the other apart when Keiki stepped between them. He took the records from their hands and glared. The two stepped down placing distance between them and the angry Taiho.
Yoko watched Keiki move in front of her. She admired every hidden curve and imagined if his body looked as good as it had in the sword's prophecy. Visions of blond hair and a sweaty brow flashed in the back of her mind. She could almost hear his moans of gratification and hers lingering not too far behind. Her heart was starting to race, a pounding thrum so loud it echoed in her ears. When she came back to the real world, Keiki was standing in front of her looking concerned.
"Are you feeling well? I called to you twice."
Yoko took a deep breath and covered her racing heart with her hand. She spoke two words, which spilled through gritted teeth. "I'm fine."
Keiki's brow lightly furrowed. He could detect that something was not right, but he dropped the subject, letting her win this time. He placed the two thick leather-bound books into her hands. "You will need to review these." She nodded and stood. When everyone became silent, she dismissed the court. Being Queen gave her the right to leave first. Keiki followed a few paces behind.
Yoko could feel the pressure of his glare on her back. He was staring and his gaze burned into her spine. "Why are you staring?" She demanded without even looking. "I'm not." Keiki defended. "I'm just concerned with your impulsive behavior."
"I’m impulsive?" Yoko angrily questioned.
"Yes. Impulsive." Keiki retorted. "You have made plans to visit En, leaving Enho to take care of the Kingdom."
Yoko almost smacked herself across the forehead. "I forgot to bring it up!"
Keiki folded his arms across his chest. "I know. That is why I brought it up. Your mind was and still is in some other place."
"I'm sorry..." Yoko sighed. "I'm just so tired."
"Tired?" Keiki whispered, hoping she was not referring to him. Yoko stopped. "You thought I meant you. I just mean I'm tired because I couldn't sleep last night."
Keiki's body relaxed, his muscles went a little more slack than usual. "Would you like if I talk to Enho?"
"Please, if you would." Yoko took a long desperate yawn. At that moment, Keiki thought that maybe a break was what Yoko really needed. He once heard if you have a problem and you temporarily stop looking for an answer, take a break, and then return later, you are more apt to solve the problem. It could help her solve the current situation. Besides, he had a few questions for Enho. He was very confused about the things he heard the other night. Enho is a wise man; if anyone can provide answers, he would have them.
After Yoko parted from Keiki, she found Shokei waiting near her chamber doors. "I found you!" She grabbed Yoko's hand. "Come with me to the hot-spring!" Yoko tiredly slumped. "Yes, that would be nice."
"What's wrong Yoko?" Shokei asked.
"I fear I might have hurt Keiki. He asked me the same question and I said I was tired. I think he thought I was referring to him."
"You need to make it up to him. Kirin are rather over sensitive." She lightly giggled, "I hear they are sensitive in other ways too."
Yoko's bright green eyes grew a little intense. "Shokei... I thought I told you to behave." Shokei released Yoko’s hand and laughed. She quickly used her hand to cover her mouth and stifle the fluttery chortle. "I couldn't help myself."
They walked side by side, down the main corridor. "Where is Kei-Taiho?"
"I sent him on an errand." Yoko replied.

Keiki raised a hand, ready to knock on Enho's private chamber. Unlike other members of the council, Enho lives within the palace walls. He knocked on the dark-wood door, hoping the elderly man was in. The doors slid to one side. "Keiki, what brings you to see me?"
"Her Majesty sent me to see you," He politely answered.
Enho stepped to one side allowing Keiki to enter. Instead of sitting down, he finds a comfortable wall to lean on. "Please, sit here?" Enho turned a chair toward the anxious Kirin. "No thank you. I'm quite comfortable standing."
"What news do you bring me?"
"It is a known fact that Yoko will be visiting En in a few days. She wants you to watch over things while she is away."
"I take it you are going with Yoko?" Enho questioned.
"Yes. It was a last minute decision." Keiki answered. "It will be just the two of us."
"Something seems to be bothering you. I'm willing to listen."
Keiki tensed again. His questions were of an immoral nature, or so he thought. How did he dare ask Enho? He swallowed the lump in his throat. "I... I over heard Yoko talking to Shokei last night about some rather disturbing things."
"About what, if you don't mind me asking."
"It’s about the King of En," Keiki stated briefly. He almost found it hard to say the next part, his throat and mouth felt arid like he'd swallowed sand, which swallowing seemed to cure. "And acts of pleasure."
Enho almost gasped, but held back his initial shock. He thought if his dismay shown through, it might distress the already flustered Kirin. "Well...since I do not know the whole story, I can give you little advice. Yoko came from a world where acts of pleasure are important. Not only does it bind a relationship, it is also a device used to maintain population. It is how people express love between a man and a woman. Here, as we know the act, it is mere deviance. Most likely, because the King of En also once resided in Horai, it is a common bond between them."
He should have kept quiet. All Enho did was confirm his fears. He was losing Yoko to Shoryu. "Why would she..." Keiki started.
Enho laughed. "Everyone is born with that urge, even here where it serves no practical purpose. I can see it written on your face, Keiki. You love your Queen so much it overwhelms your soul. Nevertheless, you do not know how to express it. Young love is a beautiful thing, is it not?"
"I am not permitted," Keiko lowered his eyes.
Enho simply laughed. "Just because you are not permitted by the gods, does not mean it cannot happen. Love finds a way."
"She wants to go to En for this purpose and it is wrong," Keiki snapped.
Enho simply shook his noble head. "Did you hear in her own words that she wants relations with the King of En?"
"No," Keiki replied.
"Then it was simply, how do I put it; girl talk."
"What is this girl-talk?" Keiki asked.
"Women often talk about us men behind our backs." Enho laid a hand on Keiki's shoulder. "Even if you are a Kirin, you still have human form. In reality, you are not much different from a hanjyuu. You are just the being chosen by the gods for your pure, unselfish and loyal behavior. Nonetheless Keiki, you are still a man."
"What should I do?" Keiki asked.
"If you love her, just give it time." Enho replied. "Maybe you should show her how you feel."

Yoko leaned back, letting her legs drift to the surface of the hot spring water. Both of the young women relaxed, remaining rather quiet, which for Yoko was a good thing. No more facing Shokei's inquisition about Horai and sex. Yoko enjoyed the silence. It was more relaxing than listening to a bunch of old men bitch about things that are fixable with just a little cooperation. Just thinking about it made her shoulders tense.
Leaning back further, allowing her head to cradle against the warm rocks, and with the slight incline of the wall at her back, made it possible to sleep without worry of drowning. With rosy cheeks and a content smile, Yoko felt like she could drift to sleep, and she did.
*dreaming*
He moved toward her, almost stalking her. Deep eyes, bright as violet gemstones locked with her gaze. Her entire body blushed at what she saw there; lust. Pure lust. Before Yoko realized what was going on, she was pinned to a wall, his body crushing against hers. His lips hotly pressed to her earlobe.
"You think I don't think about this."
She could feel his breath upon her neck. He took her naked form to the carpet, cradling her in his arms. Blond hair spilling around them like a soft platinum veil. Yoko couldn't help it, she thread her fingers through his hair and received a deep growl of appreciation in return.
He released another deep response, "I've waited so very long."
The tip of his tongue ran the column of her neck and when he reached her chin, he stopped and looked down at her face. She panted; the moist air scalded his lips. Against her inner thigh, she could feel something hard and straining, but so very soft to touch. Before she realized what it was, the foreign object started to twitch against her juncture.
He started to slip inside, causing a moan to slip from her throat. "Keiki!"
*End Dream*
Yoko woke looking like a wet, startled cat. Her emerald eyes remained wide and her body trembled in shock. The water around her form splashed, sending aftershocks through the springs. "Yoko, what is wrong?" Shokei asked, also half-startled by the abrupt behavior.
"No...Nothing...Just a bad dream." She settled back into, her thought processes still muddled by earlier images. "I have to stop this."
Shokei glanced over at Yoko. "The way you called out for Keiki, I took it as a good dream."
Yoko's whole body glowed bright red. "I didn't call for Keiki."
"Did too." Shokei replied with a sarcastic snicker.
Yoko laid a hand to her forehead. She was tired, so very tired and hot. She stood up out of the warm water only to feel it rush to her head. She came down, face first into the pool. Tiny bubbles rose to the surface forcing Shokei to jump up and turned Yoko over. "What happened? Say something?"
"I stood up too fast..."
Shokei started to laugh.

Yoko walked down the main corridor, heading toward her room. Sleep. Sleep. Sleep. The word rang through her mind like the chiming of a clock. Her eyelids were half-mast, lips slightly dry. She looked utterly tortured. Just in the nick of time, Keiki rounded the corner. Yoko started to collapse and he dashed to her side, scooping her limp body into his arms.
"You have really done it this time..." Keiki whispered with a frustrated sigh.
He looked down at her. She is so beautiful, inside and out. He chose right, he felt it in his heart. She would never turn into the monster Yo-Ou been.
Keiki carried Yoko to her room, promptly and properly laid her down on the bed. He removed her shoes and carefully placed them under the edge of the bed. Afterward, he slid down to the floor and leaned against the wood frame. With one knee pointing toward the ceiling, he carefully laid his arm over his knee and rested his head against it. He decided to wait for her to wake, just to make sure she was indeed as fine as she said.
Keiki drifted to sleep.

A few short hours later, Yoko woke. Her eyesight glimmered as if looking through a foggy glass. After a few blinks, her vision returned. She sat up and turned her head. At her side sat Keiki with his back turned protectively toward her. She had not realized until now who it was that caught her fall.
Yoko was relieved. She did not have a memorable dream and she knew now she was fully awake. He was guarding her, not stalking her. What she saw in her mind and the sword must be more worries. After everything she had seen, she wanted to do one thing. Reach and touch his hair. Carefully, she extended a trembling hand and lifted a few fine, platinum strands between her fingers. Yes. Yes, his hair is as soft as she had imagined. It felt like threads of Chinese silk.
He stirred in his sleep, slowly opening his eyes. "Keiki...What are you doing here?" She said, nudging the tired Kirin, covering up for the time she spent playing with his soft mane. He turned and stretched. "Waiting for you to wake."
"You know..." She grinned. "This is not proper."
"What's not proper?"
"You're still a man-at least in your current form, and you're in my chamber."
Keiki became slightly flustered. "I'm sorry." He stood up, scrambling to his feet.
Yoko started to laugh. "What's so funny?" Keiki demanded.
"Nothing..." Yoko replied. She swung her legs over the edge of her bed, noticing her shoes were off her feet and sticking out from under the edge of the bed. She reached and put them back on. "Did you speak with Enho?"
Keiki nodded. "He has no problems with taking care of the kingdom while we're away."
' While we're away...' Yoko thought. Those words seemed like a phrase a couple might say. Moreover, the way he said it, it almost sounded like he expected something would happen on the way to En. No, it couldn't be. Keiki is too well mannered; he probably doesn't even know what 'that' is or how to do it. In addition, even if he knew, he would think it was something not normal. Why did she need to convince her self of the obvious?
She stood up and headed for the desk next to the window. "I will address the council in the morning and then we will prepare for our trip."
Keiki bowed his head, in the manner she preferred and left, looking very much like some scared rabbit. Once out of the lioness' den, he went outside for a little air.

Yoko turned to the sword. For once, it wasn't agitated by her negative thoughts, but she unsheathed it for a quick look. This time, the blade reflected nothing, no scrap of information. Had she finally relaxed? Realized that Keiki making love to her was one of those impossible events that could never take place? She could only hope, but still, not seeing an image in the sword hurt.
